Joe Sweeney

Counsel

Joe Sweeney serves as counsel to the III FFC on a variety of legal and policy matters. After beginning his career as an attorney at III FFC, Joe was appointed by the Biden Administration to serve at the U.S. Department of Labor’s Wage and Hour Division as Senior Policy Advisor, where he served from 2021 until his resignation in January 2025.  At the Wage and Hour Division, in addition to other policy areas, Joe focused primarily on modernizing and improving labor standards protections for those working on federally funded contracts or projects, including revising and implementing Davis-Bacon updated prevailing wage regulations and accompanying subregualtory policy, and working across executive, state and local agencies as well as other recipients of federal funding under the Bipartisan Infrastructure Law, the CHIPS and Science Act and the Inflation Reduction Act, representing hundreds of billions of dollars in construction funding per year.

Joe received his Juris Doctor from Chicago-Kent College of Law in 2016 and is admitted to practice in the State of Illinois and the United States District Court for the Northern District of Illinois.
