John Freitag

Special Projects Manager

John Freitag started his career with the Illinois Department of Labor in 1985, conducting investigations on businesses reportedly violating various state labor laws. In 1988, John was promoted to a hearing officer position conducting in-depth hearings to resolve employer and employee wage disputes. John transferred to the Conciliation and Mediation Division in 1991 and began enforcing the Illinois Prevailing Wage Act. In 2000, John was promoted to manager of that division, managing a sixteen-unit investigation team operating with a two million annual budget.  In 2003, John began working as the Fair Contracting Director for the Construction Industry Service Corporation (CISCO) and in 2006 was promoted as Assistant Executive Director. Following CISCO, John joined the III FFC as a Regional Director in its Construction Investigation Unit for Illinois and Iowa.

Michael Lingl

Special Projects Manager

Michael Lingl joined the III FFC  after serving fourteen years with the Schaumburg Police Department.  Michael holds a Bachelor of Science Degree from Western Illinois University.

Tylai Lask

Special Projects Manager

Tylai is a Special Projects Manager for the III FFC. Prior to joining the III FFC, Tylai was a member of Local 150 from 2007 to 2013. She owned and operated Earthquake Cold Milling, Inc from 2007 to 2013.  Tylai preformed the bidding, estimating, contract execution, project management and the daily workings of a heavy highway construction company.  As a member of Local 150, Tylai also operated cold milling machines, brooms and skid loaders as part of a clean-up crew. Prior to 2007, Tylai worked in the business banking industry for many years, specifically the construction industry financing area of banking. Tylai lives in Northern Illinois in the country with her two daughters and husband.  She enjoys boating and spending time with her family and German shepherd, Otis.

Illinois Construction Analysts

Jodi Frailey

Regional Manager, Illinois

Jodi is a Regional Manager for the III FFC. Prior to joining the III FFC,  she spent 3 years tracking annually over $2 billion worth of public construction work and monitoring projects to ensure compliance with all local, state, and federal construction laws. In January 2018, Jodi was promoted to Assistant Director of Field Operations in Illinois. Prior to joining the III FFC, Jodi served as Executive Assistant and Property Manager to the President of a waste and recycling consulting firm in Northwest Indiana. She was the liaison between new clients and the project development team to create and initiate custom waste and recycling, reuse, and reduction programs guaranteeing cost effectiveness via monitoring and auditing of vendor accounts. Jodi has 10 years of commercial property management experience and has overseen many building projects in various stages of development and renovation

Steff Perez

Construction Analyst, Illinois

Areas: Kane County, DuPage County,

BIO

Steff Perez is a Construction Analyst for the III FFC. Prior to joining the III FFC, Steff served as a senior advisor to the mayor of Calumet City. At Calumet City, Steff led strategic initiatives for the mayor, developed policy and coordinated community outreach efforts. Prior to working in local government, Steff was employed by the Office of the Senate President John J. Cullerton. There he served as clerk for the Senate Environment and Senate Commerce & Economic Opportunity Committee and led community outreach initiatives for Senator Linda Holmes. Steff graduated from Northern Illinois University with a Bachelor of Arts in Political Science.

Shamus Quinn

Construction Analyst, Illinois

Areas: Lake County, McHenry County

BIO

Prior to joining the III FFC, Shamus Quinn graduated from the University of Illinois in 2016 with a dual degree in Global Studies and Spanish, and then in 2018 graduated from the University of Illinois School of Labor and Employment Relations with a Master’s degree in Human Resources and Industrial Relations. He also interned with the Illinois Economic Policy Institute from 2017-2018.

Lydia Simrayh

Construction Analyst, Illinois

Areas:  Will County, Kankakee County, Grundy County, Kendall County

BIO

Lydia is a Construction Analyst for the III FFC. She graduated from Lewis University with a Bachelor Degree in Political Science. Lydia working on various political projects until she transitioned to the role of a Construction Analyst in  2019, covering the counties of Will, Kankakee, Grundy, and Kendall.

Thomas Haley

Construction Analyst, Illinois

Areas: Cook County

BIO

Thomas is a Construction Analyst for the III FFC. He has dedicated most of my adult life to advocating for workers in the workplace.  He is a former rank and file member of SEIU Local 73 at the University of Illinois Urbana Champaign. During his tenure, he held positions as steward, bargaining team member, and Chapter Board of Trustees, all of which were elected by his peers. Thomas also held a leadership position on staff at the Local as an External Organizer, going into workplaces and helping workers form their unions, eventually climbing to the position of Senior Organizer.

Gerardo Mendez

Construction Analyst, Illinois

BIO

Gerardo is a Construction Analyst for Illinois in Cook County. Prior to working at the III FFC, Gerardo worked as a project accountant for The Walsh Group. He has over 10 years experience in the accounting field. Gerardo left the accounting field to pursue teaching where he taught 2 years as a third-grade elementary school teacher in East Chicago and Gary, Indiana. Gerardo received his Bachelor of Business Administration in Accounting from Robert Morris University and studied Primary Education at Calumet College of St. Joseph.

Indiana Construction Analysts

Myron Sutton

Regional Manager, Indiana

Areas: Lake County

Myron comes from the ranks of law enforcement. He spent twenty years with the Newton County Sheriff’s Department, serving eight as the elected sheriff. After leaving the Sheriff’s department, Myron worked four years with the III FFC as a Construction Analyst in Indiana. In 2010, Myron was appointed by the President to serve as the United States Marshal for the Northern District of Indiana. Myron returned to the III FFC in January to serve again as a Construction Analyst in NW Indiana. He is experienced in management as well as other aspects of the construction industry. He is a graduate of the Indiana Law Enforcement Academy, Northwestern University School of Police Staff and Command, Police Executive Leadership Academy, and is a certified OSHA instructor. Myron is pleased to be back with the III FFC. He works in the Counties of Lake, Newton, & Jasper in NW and NC Indiana.

Marcella Kunstek

Senior Construction Analyst, Indiana

Areas: La Porte County, Porter County, Pulaski County, Starke County

BIO

Marcella was employed by the State of Indiana for twenty-six years, including twenty-three as an Enforcement Officer with the Indiana State Police. After graduating from the Indiana Law Enforcement Academy, Marcella was assigned to the Commercial Vehicle Enforcement Division. Marcella joined the III FFC  after retiring from the Indiana State Police.

Jeffrey Phillips

Construction Analyst, Indiana

Areas: Newton County, Jasper County, Pulaski County

BIO

Jeffrey joined the III FFC after working 31 years with the Rensselaer Police Department, serving the last 18 years as the Chief of Police.  He was a member of the US Navy active reserve for 26 years, retiring as the Officer-in-Charge of Naval Reserve Security Force in Crane, Indiana.

Garland Rose

Senior Construction Analyst, Indiana

Areas: Elkhart County, Fulton County, Kosciusko County, LaGrange County, Marshall County, Noble County, St. Joseph County

BIO

Garland (Butch) Rose has twenty nine years of experience as a police officer. As an officer, he spent twenty-seven years with the Portage Police Department and two years with the Chesterton, Indiana Police Department as a patrol officer. While working at the Portage Police Department, Butch spent ten years as a Patrol Officer and four years as a Patrol Sergeant. In addition, Butch spent four years in as Patrol Commander Captain and thirteen years working investigators as a Detective Sergeant. He graduated from the Indiana Law Enforcement Academy in 1979 and completed additional training as a homicide investigator. Butch joined the III FFC in  after retiring from the Portage Indiana Police Department.

Iowa Construction Analysts

Andrew Waeyaert

Regional Manager, Illinois and Iowa

Areas: Livingston County, LaSalle County, Bureau County, and Putnam County

Andrew Waeyaert started his career with the Illinois Department of Transportation in 2005 as a summer Technician in the Bureau of Project Implementation assisting in the testing of materials used in road construction. After graduating from Western Illinois University in 2007, he accepted a position as a staffer for a member of the United States House of Representatives who represented Western Illinois on the Transportation and Education/Labor Committees. In 2010, Andrew returned to the Illinois Department of Transportation working on special projects.  In 2011, he worked as the Safety and Claims Manager overseeing the implementation of OSHA/IL-OSHA regulations and other safe work practices as well investigation of employee injury/accidents. After 8 years with IDOT, Andrew joined the III FFC as a Construction Analyst serving the Illinois counties of Henry, Bureau, LaSalle, Putnam, and Livingston. In 2019, Andy was promoted as the Assistant Director of Field Operations in Illinois and Iowa.  Andrew resides in the Quad Cities area with his wife and two children. He is active in his community serving on the Moline Coal Valley School Board and as a volunteer with the Children’s Therapy Center of the Quad Cities.

Richard Stewart

Senior Construction Analyst: Illinois

Areas: Winnebago County, Stephenson County, Ogle County, Lee County, DeKalb County, Boone County, Jo Daviess County, and Carroll County

BIO

Richard Stewart is a Construction Analyst working in northwestern Illinois. Richard has over thirty years of law enforcement experience and worked for the Illinois State Police from 1969 until 1999. Richard has worked in a variety of capacities within the department, such as a training and court liaison officer at the Illinois State Academy Springfield and the patrol division. Richard also worked for the Illinois Department of Transportation as a Structure Boring Operator from 1967 until 1969 and spent two years with the U.S Army Military Police serving in Germany and Vietnam.

Brooke Thye

Construction Analyst: Illinois and Iowa

Areas: Muscatine County, Louisa County, Des Moines County, and Lee County

BIO

Brooke is a Construction Analyst for Illinois and Iowa. Prior to joining, she served as a Southern Division Assistant Operations Manager for Trinity Logistics Corporation for nearly two years. Most recently, Brooke held the title of Operations Analyst. She received an Associates of Arts degree from Southeastern Community College, as well as a Bachelor of Business Degree from Western Illinois University. She attended SCC on the Trustees Scholarship. While at WIU, Brooke received the distinction of Summa Cum Laude, Beta Gamma Sigma, and received an Excellence in Business Scholarship along with a John Deere Scholarship. Brooke believes in volunteering for her community, logging over 300 hours for the Key Club.

Jeff Holland

Born and raised in the Quad Cities, Jeff Holland has been a proud local business owner for over twenty years. After graduating from Northern Illinois University, Jeff began his career by carrying on the tradition of his family-owned jewelry business and later explored other ventures. Jeff is experienced in sales, communication, marketing, and entrepreneurship. Throughout his career, he has had the pleasure of working with people from all works of life-from community leaders to CEOs to ordinary citizens. Jeff is excited to fight to protect the rights of the hardworking people in his community that he has been fortunate enough to live and work among. 

Dylan Parker

Construction Analyst: Illinois and Iowa

Areas: Scott County, Clinton County, and Cedar County

BIO

Dylan Parker is a Construction Analyst for Illinois and Iowa. After graduating with a Bachelor of Arts in Philosophy and a Bachelor of Science in Neuroscience from St. Ambrose University in Davenport, Iowa, Dylan decided to pursue a non-traditional path and worked blue-collar jobs. Before joining the III FFC, Dylan worked as a diesel engine and heavy-equipment technician in Rock Island, Illinois. Dylan enjoys spending time with his three children and tinkering with antique motorcycles.
